建設工程企業資質管理制度改革方案

  為貫徹落實2019年全國(guo)深(shen)化“放管服”改(gai)革(ge)優化營(ying)(ying)商(shang)環境電視電話會議(yi)精神(shen)和(he)李克強(qiang)總理重要講話精神(shen),按照《國(guo)務院辦公廳關于印發全國(guo)深(shen)化“放管服”改(gai)革(ge)優化營(ying)(ying)商(shang)環境電視電話會議(yi)重點任務分工(gong)(gong)方(fang)案的通(tong)知》(國(guo)辦發〔2019〕39號)要求,深(shen)化建(jian)筑業(ye)(ye)(ye)“放管服”改(gai)革(ge),做好(hao)建(jian)設(she)工(gong)(gong)程企業(ye)(ye)(ye)資質(包括工(gong)(gong)程勘察(cha)、設(she)計、施工(gong)(gong)、監理企業(ye)(ye)(ye)資質,以(yi)下(xia)統稱企業(ye)(ye)(ye)資質)認(ren)定(ding)事項壓減工(gong)(gong)作,現(xian)制(zhi)定(ding)以(yi)下(xia)改(gai)革(ge)方(fang)案。

  一(yi)、指(zhi)導思(si)想(xiang)

  以(yi)習(xi)近平(ping)新(xin)時代中(zhong)國特色社會(hui)主義思想為指導,貫(guan)徹落實黨的(de)十(shi)九大(da)和(he)十(shi)九屆(jie)二中(zhong)、三(san)中(zhong)、四(si)中(zhong)、五中(zhong)全會(hui)精神,充分發揮市(shi)場(chang)在資(zi)(zi)源配置(zhi)中(zhong)的(de)決定性(xing)作(zuo)用,更(geng)好(hao)發揮政(zheng)府作(zuo)用,堅持以(yi)推進建(jian)筑業(ye)供給側結(jie)構性(xing)改(gai)革為主線,按照國務院(yuan)深化“放管(guan)服”改(gai)革部署要求,持續優(you)化營商環(huan)境(jing),大(da)力精簡企(qi)業(ye)資(zi)(zi)質(zhi)類別,歸并等級設置(zhi),簡化資(zi)(zi)質(zhi)標準(zhun),優(you)化審批(pi)方式,進一步(bu)放寬建(jian)筑市(shi)場(chang)準(zhun)入限制(zhi)(zhi)(zhi),降(jiang)低制(zhi)(zhi)(zhi)度性(xing)交易成本,破除(chu)制(zhi)(zhi)(zhi)約企(qi)業(ye)發展(zhan)的(de)不合理(li)束縛,持續激(ji)發市(shi)場(chang)主體(ti)活力,促進就(jiu)業(ye)創業(ye),加(jia)快(kuai)推動(dong)建(jian)筑業(ye)轉(zhuan)型升級,實現高質(zhi)量發展(zhan)。

  二、主要內容

  (一(yi))精簡(jian)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)類別,歸(gui)并(bing)等級(ji)設置。為(wei)在疫(yi)情防控常態化(hua)條件(jian)下做好“六(liu)穩(wen)”工(gong)作、落實“六(liu)保”任(ren)務(wu)(wu),進(jin)一(yi)步(bu)優(you)化(hua)建筑市場營(ying)商(shang)環境,確保新舊資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)平穩(wen)過(guo)渡,保障(zhang)工(gong)程質(zhi)(zhi)(zhi)量安全,按照穩(wen)中(zhong)求進(jin)的(de)原則(ze),積(ji)極(ji)穩(wen)妥推進(jin)建設工(gong)程企(qi)(qi)業(ye)(ye)(ye)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)管理制(zhi)度(du)改革(ge)。對部分(fen)(fen)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)劃分(fen)(fen)過(guo)細、業(ye)(ye)(ye)務(wu)(wu)范圍相近(jin)、市場需求較小(xiao)的(de)企(qi)(qi)業(ye)(ye)(ye)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)類別予(yu)以(yi)合(he)(he)(he)并(bing),對層級(ji)過(guo)多(duo)的(de)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)等級(ji)進(jin)行歸(gui)并(bing)。改革(ge)后,工(gong)程勘察(cha)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)分(fen)(fen)為(wei)綜合(he)(he)(he)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)和專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi),工(gong)程設計資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)分(fen)(fen)為(wei)綜合(he)(he)(he)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)、行業(ye)(ye)(ye)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)、專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)和事務(wu)(wu)所資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi),施工(gong)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)分(fen)(fen)為(wei)綜合(he)(he)(he)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)、施工(gong)總承包資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)、專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)承包資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)和專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)作業(ye)(ye)(ye)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi),工(gong)程監(jian)理資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)分(fen)(fen)為(wei)綜合(he)(he)(he)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)和專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)。資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)等級(ji)原則(ze)上壓(ya)減(jian)為(wei)甲、乙兩級(ji)(部分(fen)(fen)資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)只設甲級(ji)或不分(fen)(fen)等級(ji)),資(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)等級(ji)壓(ya)減(jian)后,中(zhong)小(xiao)企(qi)(qi)業(ye)(ye)(ye)承攬業(ye)(ye)(ye)務(wu)(wu)范圍將進(jin)一(yi)步(bu)放寬,有利于促進(jin)中(zhong)小(xiao)企(qi)(qi)業(ye)(ye)(ye)發展。具體壓(ya)減(jian)情況如下:

  1.工(gong)(gong)程勘察(cha)資(zi)質(zhi)。保留綜合(he)資(zi)質(zhi);將4類(lei)專業資(zi)質(zhi)及勞務資(zi)質(zhi)整(zheng)合(he)為巖土(tu)工(gong)(gong)程、工(gong)(gong)程測量、勘探測試等3類(lei)專業資(zi)質(zhi)。綜合(he)資(zi)質(zhi)不(bu)分等級(ji),專業資(zi)質(zhi)等級(ji)壓(ya)減為甲(jia)、乙兩級(ji)。

  2.工程設計資(zi)(zi)質。保留(liu)綜(zong)合資(zi)(zi)質;將21類行業(ye)(ye)資(zi)(zi)質整合為14類行業(ye)(ye)資(zi)(zi)質;將151類專(zhuan)業(ye)(ye)資(zi)(zi)質、8類專(zhuan)項資(zi)(zi)質、3類事(shi)務(wu)所資(zi)(zi)質整合為70類專(zhuan)業(ye)(ye)和事(shi)務(wu)所資(zi)(zi)質。綜(zong)合資(zi)(zi)質、事(shi)務(wu)所資(zi)(zi)質不分(fen)等級(ji)(ji);行業(ye)(ye)資(zi)(zi)質、專(zhuan)業(ye)(ye)資(zi)(zi)質等級(ji)(ji)原則上壓減(jian)為甲、乙兩級(ji)(ji)(部(bu)分(fen)資(zi)(zi)質只設甲級(ji)(ji))。

  3.施(shi)(shi)工(gong)(gong)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)。將(jiang)10類施(shi)(shi)工(gong)(gong)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)企(qi)業(ye)(ye)(ye)特級(ji)(ji)(ji)(ji)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)調整(zheng)為(wei)施(shi)(shi)工(gong)(gong)綜合資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi),可承(cheng)(cheng)擔各行業(ye)(ye)(ye)、各等(deng)級(ji)(ji)(ji)(ji)施(shi)(shi)工(gong)(gong)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)業(ye)(ye)(ye)務;保(bao)留12類施(shi)(shi)工(gong)(gong)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi),將(jiang)民航工(gong)(gong)程(cheng)的專(zhuan)業(ye)(ye)(ye)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)整(zheng)合為(wei)施(shi)(shi)工(gong)(gong)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi);將(jiang)36類專(zhuan)業(ye)(ye)(ye)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)整(zheng)合為(wei)18類;將(jiang)施(shi)(shi)工(gong)(gong)勞務企(qi)業(ye)(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)改(gai)為(wei)專(zhuan)業(ye)(ye)(ye)作(zuo)業(ye)(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi),由審批制改(gai)為(wei)備(bei)案制。綜合資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)和專(zhuan)業(ye)(ye)(ye)作(zuo)業(ye)(ye)(ye)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)不(bu)分等(deng)級(ji)(ji)(ji)(ji);施(shi)(shi)工(gong)(gong)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)、專(zhuan)業(ye)(ye)(ye)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)等(deng)級(ji)(ji)(ji)(ji)原則上壓減為(wei)甲(jia)、乙(yi)兩級(ji)(ji)(ji)(ji)(部分專(zhuan)業(ye)(ye)(ye)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)不(bu)分等(deng)級(ji)(ji)(ji)(ji)),其(qi)中,施(shi)(shi)工(gong)(gong)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)(bao)(bao)甲(jia)級(ji)(ji)(ji)(ji)資(zi)(zi)(zi)質(zhi)(zhi)(zhi)(zhi)在本行業(ye)(ye)(ye)內(nei)承(cheng)(cheng)攬業(ye)(ye)(ye)務規模不(bu)受限(xian)制。

  4.工(gong)程(cheng)監理資(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)。保(bao)留綜合資(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi);取(qu)(qu)消專業資(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)中的(de)水(shui)利水(shui)電工(gong)程(cheng)、公(gong)路(lu)工(gong)程(cheng)、港口與航道工(gong)程(cheng)、農林工(gong)程(cheng)資(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi),保(bao)留其余10類專業資(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi);取(qu)(qu)消事務所資(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)。綜合資(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)不(bu)分(fen)等級(ji),專業資(zi)(zi)(zi)(zi)(zi)質(zhi)(zhi)(zhi)等級(ji)壓減為甲、乙兩級(ji)。

  (二)放寬準(zhun)入限制,激發企(qi)業活(huo)力。住(zhu)房和(he)城(cheng)鄉建設部(bu)會同(tong)國務院有關主管部(bu)門制定(ding)統一的(de)企(qi)業資(zi)質(zhi)(zhi)(zhi)標準(zhun),大(da)幅精簡審批條(tiao)件,放寬對企(qi)業資(zi)金、主要(yao)(yao)人(ren)員(yuan)、工(gong)程業績和(he)技(ji)術(shu)裝備等的(de)考核(he)要(yao)(yao)求(qiu)。適當放寬部(bu)分(fen)資(zi)質(zhi)(zhi)(zhi)承攬(lan)業務規(gui)模上限,多個資(zi)質(zhi)(zhi)(zhi)合(he)并的(de),新資(zi)質(zhi)(zhi)(zhi)承攬(lan)業務范圍(wei)相(xiang)應擴大(da)至整合(he)前各(ge)資(zi)質(zhi)(zhi)(zhi)許(xu)可(ke)范圍(wei)內的(de)業務,盡量減(jian)少(shao)政府對建筑市場微觀活(huo)動的(de)直接(jie)干預,充分(fen)發揮市場在資(zi)源配置中的(de)決(jue)定(ding)性(xing)作用。

  (三(san))下放(fang)(fang)審(shen)批(pi)(pi)權限(xian),方(fang)(fang)便(bian)企(qi)(qi)業(ye)辦(ban)事。進一步加大(da)放(fang)(fang)權力度,選擇工作基(ji)礎較好(hao)的(de)地(di)方(fang)(fang)和部分資(zi)(zi)(zi)質(zhi)類別,開展企(qi)(qi)業(ye)資(zi)(zi)(zi)質(zhi)審(shen)批(pi)(pi)權下放(fang)(fang)試(shi)(shi)點(dian),將除(chu)綜合(he)資(zi)(zi)(zi)質(zhi)外的(de)其(qi)(qi)他等級(ji)資(zi)(zi)(zi)質(zhi),下放(fang)(fang)至省級(ji)及以下有關主管部門(men)(men)審(shen)批(pi)(pi)(其(qi)(qi)中,涉及公路、水運、水利、通信、鐵路、民航等資(zi)(zi)(zi)質(zhi)的(de)審(shen)批(pi)(pi)權限(xian)由國(guo)務院住房和城(cheng)鄉建設(she)(she)主管部門(men)(men)會同國(guo)務院有關部門(men)(men)根據實際情況決定(ding)),方(fang)(fang)便(bian)企(qi)(qi)業(ye)就近辦(ban)理。試(shi)(shi)點(dian)地(di)方(fang)(fang)要明確專(zhuan)門(men)(men)機構、專(zhuan)業(ye)人員負責企(qi)(qi)業(ye)資(zi)(zi)(zi)質(zhi)審(shen)批(pi)(pi)工作,并(bing)制定(ding)企(qi)(qi)業(ye)資(zi)(zi)(zi)質(zhi)審(shen)批(pi)(pi)相關管理規定(ding),確保資(zi)(zi)(zi)質(zhi)審(shen)批(pi)(pi)權下放(fang)(fang)后地(di)方(fang)(fang)能(neng)夠接得(de)(de)住、管得(de)(de)好(hao)。企(qi)(qi)業(ye)資(zi)(zi)(zi)質(zhi)全(quan)國(guo)通用,嚴(yan)禁(jin)各(ge)行業(ye)、各(ge)地(di)區(qu)設(she)(she)置限(xian)制性措施,嚴(yan)厲(li)查處變(bian)相設(she)(she)置市場準入壁壘,違規限(xian)制企(qi)(qi)業(ye)跨(kua)地(di)區(qu)、跨(kua)行業(ye)承攬業(ye)務等行為,維護(hu)統一規范的(de)建筑(zhu)市場。

  (四)優(you)化(hua)審批服務,推(tui)行(xing)告(gao)知(zhi)承(cheng)(cheng)諾(nuo)制(zhi)。深化(hua)“互(hu)聯(lian)網+政(zheng)務服務”,加快推(tui)動企(qi)業(ye)(ye)資(zi)(zi)質審批事項線上(shang)辦理,實(shi)行(xing)全程網上(shang)申報和審批,逐步(bu)(bu)推(tui)行(xing)電子資(zi)(zi)質證書,實(shi)現企(qi)業(ye)(ye)資(zi)(zi)質審批“一(yi)網通辦”,并(bing)在(zai)全國建筑市場(chang)監管公共服務平臺公開(kai)發布(bu)企(qi)業(ye)(ye)資(zi)(zi)質信息。簡化(hua)各(ge)類證明事項,凡是通過政(zheng)府部(bu)門(men)間信息共享(xiang)可(ke)以獲取(qu)的(de)證明材料,一(yi)律不再要(yao)求(qiu)企(qi)業(ye)(ye)提(ti)供。加快推(tui)行(xing)企(qi)業(ye)(ye)資(zi)(zi)質審批告(gao)知(zhi)承(cheng)(cheng)諾(nuo)制(zhi),進(jin)一(yi)步(bu)(bu)擴大告(gao)知(zhi)承(cheng)(cheng)諾(nuo)制(zhi)使用范圍,明確(que)審批標準,逐步(bu)(bu)提(ti)升企(qi)業(ye)(ye)資(zi)(zi)質審批的(de)規范化(hua)和便利化(hua)水平。

  (五(wu))加(jia)強(qiang)事(shi)(shi)(shi)中事(shi)(shi)(shi)后(hou)監(jian)(jian)管(guan),保障工程質量(liang)安(an)全(quan)(quan)。堅持放管(guan)結合,加(jia)大(da)資(zi)質審批后(hou)的(de)動(dong)態監(jian)(jian)管(guan)力度(du),創新監(jian)(jian)管(guan)方(fang)式(shi)和(he)手(shou)段(duan),全(quan)(quan)面(mian)推(tui)行“雙(shuang)隨機、一(yi)公開”監(jian)(jian)管(guan)方(fang)式(shi)和(he)“互聯網+監(jian)(jian)管(guan)”模式(shi),強(qiang)化(hua)工程建設各方(fang)主體責(ze)任落實,加(jia)大(da)對轉包、違(wei)法(fa)分包、資(zi)質掛靠等違(wei)法(fa)違(wei)規(gui)行為查處(chu)力度(du),強(qiang)化(hua)事(shi)(shi)(shi)后(hou)責(ze)任追究(jiu),對負有工程質量(liang)安(an)全(quan)(quan)事(shi)(shi)(shi)故責(ze)任的(de)企業、人員依法(fa)嚴厲追究(jiu)法(fa)律(lv)責(ze)任。

  三、保障措施

  (一)完(wan)(wan)善工(gong)(gong)程招投(tou)標制度,引導建設(she)單位合(he)理(li)選擇(ze)企(qi)業(ye)。持續深(shen)化工(gong)(gong)程招投(tou)標制度改(gai)革,完(wan)(wan)善工(gong)(gong)程招標資格審查制度,優化調(diao)整工(gong)(gong)程項(xiang)目招標條件設(she)置,引導建設(she)單位更多從(cong)企(qi)業(ye)實力(li)、技(ji)術力(li)量(liang)、管理(li)經驗等方(fang)面(mian)進行(xing)綜(zong)合(he)考(kao)察,自主(zhu)選擇(ze)符合(he)工(gong)(gong)程建設(she)要求的企(qi)業(ye)。積極培育全過程工(gong)(gong)程咨詢服務機構,為業(ye)主(zhu)選擇(ze)合(he)格企(qi)業(ye)提(ti)供專業(ye)化服務。大力(li)推(tui)行(xing)工(gong)(gong)程總承包,引導企(qi)業(ye)依法自主(zhu)分(fen)包。

  (二(er))完(wan)善職業(ye)資格管理制度(du),落(luo)實(shi)注(zhu)冊(ce)人(ren)員(yuan)責(ze)任。加快修訂完(wan)善注(zhu)冊(ce)人(ren)員(yuan)職業(ye)資格管理制度(du),進一步明(ming)確注(zhu)冊(ce)人(ren)員(yuan)在工(gong)程(cheng)建(jian)設活動(dong)中的(de)權利、義務和責(ze)任,推動(dong)建(jian)立(li)個人(ren)執(zhi)業(ye)責(ze)任保險制度(du),持續(xu)規范執(zhi)業(ye)行(xing)為,落(luo)實(shi)工(gong)程(cheng)質量終(zhong)身責(ze)任制,為提升(sheng)工(gong)程(cheng)品(pin)質、保障安全(quan)生(sheng)產提供有力支撐(cheng)。

  (三)加強(qiang)監督指導,確保(bao)改革(ge)措施落地。制定建設工程企(qi)業資(zi)質標準指標說明,進(jin)一步細化審批(pi)(pi)標準和要求(qiu),加強(qiang)對地方審批(pi)(pi)人員(yuan)的(de)培訓,提升資(zi)質審批(pi)(pi)服務能力和水平。不(bu)定期對地方資(zi)質審批(pi)(pi)工作進(jin)行抽查,對違規審批(pi)(pi)行為嚴肅處理,公開曝光,情節嚴重的(de),取消企(qi)業資(zi)質審批(pi)(pi)權下放(fang)試點資(zi)格(ge)。

  (四)健全信(xin)用(yong)(yong)(yong)體系,發揮市場(chang)機制作用(yong)(yong)(yong)。進(jin)一步完善(shan)建(jian)筑市場(chang)信(xin)用(yong)(yong)(yong)體系,強化信(xin)用(yong)(yong)(yong)信(xin)息在工(gong)程建(jian)設各環節的應(ying)用(yong)(yong)(yong),完善(shan)“黑名單”制度,加大對失(shi)信(xin)行為的懲戒力度。加快推(tui)行工(gong)程擔(dan)保和保險(xian)制度,進(jin)一步發揮市場(chang)機制作用(yong)(yong)(yong),規(gui)范工(gong)程建(jian)設各方主(zhu)體行為,有效(xiao)控制工(gong)程風險(xian)。

  (五)做好資(zi)質(zhi)標(biao)準(zhun)修(xiu)(xiu)訂(ding)和換證工作,確保(bao)平(ping)穩過渡(du)。開展建設(she)工程(cheng)企業(ye)資(zi)質(zhi)管理規定(ding)、標(biao)準(zhun)等修(xiu)(xiu)訂(ding)工作,合理調整企業(ye)資(zi)質(zhi)考核指標(biao)。設(she)置(zhi)1年過渡(du)期,到期后實(shi)行簡單換證,即按照新舊資(zi)質(zhi)對應關系直(zhi)接換發新資(zi)質(zhi)證書(shu),不再重新核定(ding)資(zi)質(zhi)。

  (六(liu))加(jia)強(qiang)政(zheng)策(ce)宣傳解讀,合理引(yin)導公眾預(yu)期(qi)。加(jia)大(da)改(gai)革(ge)(ge)政(zheng)策(ce)宣傳解讀力(li)度,及時(shi)釋疑解惑,讓市(shi)場(chang)主(zhu)(zhu)體(ti)全面了解壓減(jian)資質類別和等級的(de)各項(xiang)改(gai)革(ge)(ge)措施,提高政(zheng)策(ce)透明度。加(jia)強(qiang)輿論引(yin)導,主(zhu)(zhu)動回應市(shi)場(chang)主(zhu)(zhu)體(ti)反映的(de)熱點問題,營造良好輿論環境。
